actually, the sail makes it harder to move. get rid of that sail and you have a source of thrust (the fan by itself), pushing it to the right. the sail makes it want to move left, making it worse.

assuming there is no wind. the boat would move towards the right. if all air propelled by the fan was caught in the sail then it would remain stationary however it is almost impossible to assure every air particle with horizontal velocity hits the sail.

though true, as it is the axiom of classical physics, a better and more easily understandable concept is:

dP/dt = 0 -> momentum is constant -> constant velocity -> no acceleration -> set the "constant" to zero with no loss of generality.
