Both graphs depict artic ice levels. The 2001 paper goes into more depth about the data sources. Would be nice to collect that raw data ourselves to see what if any funny business was played. If the 1990 paper and 2001 paper each used the best reasonably available data at the time it is possible the discrepancy could be from the differing datasets with no ill intent.

Regardless, they don't just throw away this kind of data, it's hard to collect and is well preserved. Not like it's Moon landing telemetry recordings or something useless to posterity like that.
