I doubt they're going to give geosynchronous orbit its own time zone, but that's what this opens the door to. This isn't Moon time exactly since the day is 708 hours long and pretty useless for us 25-hour diurnal mammals, but it should make record keeping easier for systems that would otherwise constantly be adding an offset to UTC.

I am unsure if those certs will help you all that much. I am in engineering and I was just talking with a recruiter trying to get me to go to Alabama. If you want to work in the NASA framework, most of the actual work is done by contractors. Each Nasa facility has a company or even a few that hires the techs that actually do most of the hands on work.

Try finding a Nasa site doing work that interests you, (flight testing, vacuum chamber, engine test) then see who the contractors are for that site and apply with them. I hope that helps.
