F9 has TWR >1 on only one engine at minimum throttle (when it's empty); they literally can't kill the horizontal momentum more than a second before landing or it'd start taking off again and then crash. SH won't have that issue, raptors can throttle deeper and the ship is so fat that it can hover quite easily.
