The center core recovery isn’t part of the mission requirements, it’s a SpaceX-only thing. Also, none of the hardware on this mission (apart from the fairing?) will or was going to be reused, the next FH launch is a classified mission for the USAF and will most likely require a clean sheet booster; that’s not a problem considering SpaceX have over a year to prepare for it.
