This turned up the image of a duck…
When the “u” was shifted to v, it gave us

Things tried with the OP image:
These are the last bits of the DC components of each 8x8 block, for the Y channel. In the blocks containing text, the # even > # odd pattern no longer holds.
“Stego is next up - I'm trying a tool now.” = Nope
DC component of each 8x8 block has had its last bit changed. In that case, the picture here, made by converting (0,0,0) to blue and (1,1,1) to red, will also be missing some of the squares, because the text obscures the effect.
Results of mucking around with Vigenere found on http://rumkin.com/tools/cipher/vigenere-keyed.php went nowhere.
Rotating the image in 90 degree increments and the superimposing them on eachother to create an Aztec or boilerplate barcode. = Nothing

Map the location of all 8x8 pixel groups of color (1,1,1).
Count natural number of 8x8 spaces between adjacent group.

This seems like one of those Google recruitment tests. If the first part was indeed to see if you could notice the hidden binary code, then it would be logical for each part of the test to comprise from every field of computer science. The Caesar cipher does count as encryption in computer science so the other tests may involve algorithms, network security, and so on. The image of the duck does imply the test designer is rather truthful so hopefully nobody goes missing. The flash animation may involve de-compiling like the initial image but that would imply this test is looking for reverse-engineers. Flash decompiling software can be downloaded but if this was a test of basic computer knowledge then the test would probably in a easy direction.

The cipher leads to the image of "JFK Museum" ... that's what the JFK reference meant, each part of the flash links puts you to different websites. One of which leads you to eye.php and there are two eyes in this page, one of which is http://two.drawball.com/ This one gives a huge image puzzle that you can zoom in. the other one is the auto??? something site. Since the http://two.drawball.com/ gives you a giant eye-ball , this would correlate to the title of "eye.php"
