heres how they envision their market would work, seems like they ARE infact buying up the starship tankers cargo for their harbor. BUT from this diagram they are an in orbit 'harbor' between theearth and the moon, will post a diagram of where EML1 is in a second. to be honest though this seems to be in direct competition with what spacex had planned with sending everything off to any destination from LEO by refueling, so maybe theyre focusing more on servicing customers in the wide terran planetary system and leaving mars and beyond mostly to spacex. that or theyre just planning to be the middle man that aggregates everything on one place so its easier for other companies.
