You either enforce it through a robot army, whereas using human soldiers you need some system of positive reinforcement which compensates for the entropy of the system.
This is why cartels can even challenge nation states. The entropy is just too high.
Occupation is tedious and not efficient.
It takes so much less energy to simply not care. Occupation takes just too much effort.
And by not caring, you can perform the mental gymnastics to claim that you are affirming their right to self-determination, because at least you are not participating in the determinations.
