It is suspiciously vague and only states:

I was looking into the tech they actually intended to use and its sort of like the chinese spy baloon we saw some months ago. Basically a gigantic communications array strapped to a weather balloon or zeppelin. It includes 5g, military radio antennas, and lasers for quantum key exchange. No doubt they would also be equipped with surveilence equipment, cameras, synthetic aperture radar, etc.
