Also my hunch is that missile command standards are rather... lackadaisical, building in "X% of sites destroyed, Y% of retaliatory ICBMs fail on launch, Z% intercepted before target" assumptions.

Remember, 2 SRBs mean you're rolling 2 sets of dice.
