Whenever I hear of this idea I feel the need to point out some things.

For one, I find it very interesting that people try to explain physics or physical effect in terms of the properties of computers or computer programs as we know them. This suggests in a way, that our world has some "defects" as compared to the outer universe of the builder of the simulation, while at the same time we assume their world to be similar enough that we are able to compare our vision of what a computer does with theirs.

These second thing I think is interesting about that is these explaination of physical effects are formulated in a way, which suggest that the (outer) universe is in reallity much simpler or classically, and quantum effects are just our problem - they are not as much laws of physics than errors of the computer or the simulation.

I remember hearing about (the first thesis) of that paper. I think these considerations are quite interesting actually. Don't know it they lead somewhere, though.
