Does anyone know of a way to compare two images in Mathematica based on color?

Right now I'm subtracting the total of the values of the pixels of each image

Serious question here.

Say I wanted to create two groups of numbers, those that are equal to or more than 1, and those that are less than one.

I'm not trolling to troll with the 0.999.... thing, but what would actually be the first number below 1?

It can't be 0.999... because that is equal to one, and it can't be 0.9 because 0.99 is closer. My mind if full of fuck here /sci/.
