It looks like they installed into the skirt board well enough. But you're right, then need the center stringer and the 1x2s should be 3/4 ply.

I've been staring at that so long I missed that they boxed in the panel. I don't get to frame enough to really have this stuff down. At a house last year, they redid the basement stairs to expand the kitchen. They didn't actually cut new stringers. The skirt boards have 2x4 screwed under the treads.and the pitch is too steep because the walls and floor don't allow for a landing.

This is how the designers and customer draw it. I should just put them in and make them pay me to come back and fix it.
