You cant pull air out of something like a sewer because you would constantly pull contaminated air and not fresh air. Thats why it makes more sense to blow fresh air down there.

But you can pull air from a limited space like a garage pit and fresh air would fall in from the top.

Anyway fumes in a garage pit are only a concern when you actually work on the fuel system.
