Sounds like a much simpler solution to just have one IC instead of all the transistors I went with, but part of the fun for me was to figure out how to do it without any IC. Also I don't quite understand how you generate the pulse based on your drawing. The latch seems simple enough, but the differential thing puzzles me, particularly in how it connects to the latch.

Yes that is the exact schematic that worked in the simulator, circuit wizard version 1.15 from 2006.

Thank you all for your thoughts, but after having dinner and mulling it over while at the gym, I disassembled the circuit I had made IRL and made it again. Now it works just like in the simulator. I think I either accidentally flipped Q1 when I was putting it together, or some components leads touched each other that should not have.
I've attached a gif of it working. Note that I haven't actually gotten the momentary buttons I ordered for the project so im using toggle switches as a stand-in and just toggling them on and off for each momentary switch press.
