I've been trying to be less of a shut in and break out of my shell more. So how easy is it to meet up with girls at cons? I'm not necessarily looking for a hook up or a girlfriend, just interacting with cute girls that are more than likely my type is enough, and whatever happens after that, happens, anything that develops is a win for me

Also, since it's a spur of the moment decision, I have no cosplay set up, is it a big deal? I plan on just wearing an anime shirt of a series who's fandom I'm most interested interacting with.

Plus, I've heard the after parties are where the real action is, what usually goes down there and how can I get invited to one?

if you just want to talk to people, that's a big maybe that also relates to the first question. if you're some sort of hambeast uggo, people probably won't want to talk to you. if you look like you're normal, you have a better shot, but it's not "show up and people will want talk to you." making friends is, surprise, an organic thing you can't force. since you describe yourself as a shut in, i am going to assume you don't have a lot of social experience so you may find issues with that too.

parties relate to the above. you need to make friends. as a rando you can go to the sponsored parties, but don't expect people to be really receptive to you since people tend to go with their friends.

Define hot though? I'm not the stereotypical Naruto headband fatty. Being critically honest with myself, I have average looks, average height, I'm just noticeably thin and look quite young for my age (early 30s, but get assumed to be a college kid all the time)

As for my social skills, I say shut in because, I just don't go out of my way to put myself in social situations, under the right circumstances, I'm quite sociable, and I have a job where I'm constantly talking to different people all the time, I just choose not to be social on my free time and stay home

I avoided going to cons in my teens and 20s because of all the horror stories that get posted to /a/, and the "hide your power level" mindset got drilled into me. But now I'm getting older and I said to myself, fuck it, any girl I would be interested in is going to be a little cringe in public, but probably do it in the judgement free confines of con, which leads me to making this post

Identify what properties have a strong female fanbase and pick a cosplay from that. Mihoyo gacha games, Fire Emblem, LoL, Valorant are some examples. Love and Deepspace is the big FOTM but the costumes are very low key so you gotta be actually attractive to pull those off.
There are some surprising ones like Kaiji and Mob Psycho 100.
Find out if the con you're going to has public photoshoots/meetups for said franchise and show up ready to talk about the property and to throw out casual compliments for people's costumes. Although do be aware a lot of people cosplay just because they like the design or they like the clout, and don't really know anything. This may or may not be a negative for you. If you're ugly being outgoing and funny will help a lot. If you're not ugly building up some muscle and wearing a sleeveless/shorts costume will get you more attention.

You might think you're sociable but depending on how autistic you are you may or may not be making an accurate assessment of your social skills. Would be good to get a second opinion from someone you can trust to be blunt and direct and not sugarcoat things. For all we know your version of sociable might be talking someone's ear off about some obscure topic while failing to read the room.

That was pretty much my intention, but since IDK how much I could pull out of my ass a cosplay in under a month, I was hoping just wearing a related shirt/hoodie would be enough, or if that's too lazy of an approach

From a social standpoint it sounds like you don't have any skills that help you stand out or want to be talked to. Like stated above, being aesthetic is a great icebreaker. Without that you need a good cosplay. Good cosplay will get you pictures and will initiate conversation. No cosplay or aesthetics you can try the social events at cons. Game panels, game rooms, etc.
No one is going to come to you in this life. Ad if they do there's a 90 percent chance eof them being part of the mentally handicapped crowd that goes to cons.

Yes, thank you, you actually put into words what my feelings were in making this post in the first place, into one concise sentence.

Which I knew was the bare minimum was going to get out of it anyway, and I guess anything beyond that is just a win. I've heard that you normally have to bring your controller if you sign up for a competition, so I'll bring mine just in case

Not in the way you might think. Contrary to what some people may believe most women want someone around their own age, and most couples have a max age gap of between 2 and 3 years either way. If you look significantly younger than your age you might be able to hook up with people who look the same age as you look, but only if you are attractive enough to get hook ups in the first place (and you've already said this isn't the case) and only if they don't notice from your behaviour that you're not actually a college aged student.
Living a healthy lifestyle will help with looking attractive and being more confident, so if there are any aspects of your lifestyle you could improve on then do that.

There isn't enough time to make a proper cosplay before the next convention, my advice would be similar to what you already planned. Just go to the con, enjoy yourself (if you're not enjoying yourself there's no point), pick out some things from the schedule to go to so you're not only attending similar events all of the time, socialise and soak up the atmosphere. You might discover you don't enjoy conventions, but if you do enjoy conventions this would be a good time to plan another convention so that you have enough time to make a proper cosplay.
Going to a con alone isn't as much fun for anyone, so it could help to bring a friend who is interested in cons. If you don't have a friend who would be interested in going to a convention with you then you can get to know people online (not cgl, but some non anon anime/manga/game centered space) who live in the same area as you so you can go together.
